
Carl Paladino is a successful businessman, not a career politician.
His top priority when he is elected Governor of New York will be to
cut government spending by twenty percent in the first year of his
administration. Not cap it - cut it.
There are over 1,000 New York State agencies, authorities and
commissions. The Department of Health alone has 87 statutorily created
administrative units including 46 counsels, 17 boards, six institutes,
six committees, five facilities, two task forces, two offices, two
advisory panels and a work group.
The proliferation of State government agencies results in overlap,
duplication and waste. But it doesn't have to be that way under the
right leader: New York’s governor has control over two-thirds of the
state work force. Our next governor must reduce the size of
government, cut spending and negotiate contracts more favorable to
taxpayers.
In the first weeks of a Paladino administration, the need, function,
efficiency and productivity of every department or division of every
agency or authority of State government will be examined by
professional teams of auditors and industrial engineers.
As a result, Carl will dissolve some government organizations
completely. Others, like the New York State Thruway Authority and some
Bridge and Tunnel Authorities, he will fold into the Department of
Transportation. Innumerable duplicate administrative jobs and other
operating costs will be cut away - and hundreds of high-paid political
patronage jobs will disappear.
Carl will also cut State employment with layoffs and attrition. In an
open letter to State employees, Carl said "we are not looking to
arbitrarily eliminate jobs. We will obviously target unnecessary
exempt positions and non-civil service titles for elimination first.
Any good employees displaced by our action to maximize cost
effectiveness will be given the first option to back fill other State
positions vacated by attrition."
Carl will cut the fat and work to assure good employees have good
jobs. But even drastic cuts will still leave us behind governments in
our neighboring states - Ohio and Pennsylvania - which spend about 70
cents to the New York dollar. So Carl will work each day of his
administration to shrink government and provide New Yorkers the relief
we need.
A smaller, more efficient government will allow for a tax cut of ten
percent in the first six months of Carl's administration. Those tax
cuts will benefit every New Yorker in every area of the state
including the poor and working class. The cuts will also help fuel the
economic boom New York needs to save our State from insolvency.
